I literally visited everywhere,didn't talk to everyone,just made sure to visit every floor of each building. Buying atleast one item from each shop helps too but ultimately buying premierballs one at a time (I bought 50,one after the other to make Mr.Bonding appear in Cafe Introversion after beating the E4 ⌒.⌒) helps a lot!.
