EV stands for effort value
You can only get effort points in every pokemon you battle except for the ones that dont give exp(wifi battle, link battle, and battle frontier).
For every four ev you earn, one stat point is added to that stat on level up.
Woohoo! 999 stats here I come! Sorry to burst your bubble but there is a limit.
A pokemon can only get 510 evs total and a maximum of 255 per stat. That means 63 stat points are added and a leftover of 3 effort points.
For example, I have a scyther and I battle 4 goldeens which gives 1 attack points each. On level up, my scyther would gain 1 point more on its attack stat.
Wow! ev trainers must be really bored to be battling 255 goldeens. Uh...no! There is a faster way to get effort points. You can use the vitamin drinks(protein,iron,carbos etc). Each vitamin gives 10 effort points and only gives the FIRST 100 effort points. That means you can only use it 10 times on an untrained stat.
There are some items that help speed up ev training.
Macho brace; doubles the effort points the pokemon gains.
Power items; adds four effort points to a stat depending on the power item.
Then there is the pokerus, it doubles the effort points a pokemon earns.
I suggest to use the power item and have your pokemon infected with pokerus.
If you ever make an mistake and trained the wrong stat or something, you can use berries to remove 10 effort points. If your pokemon has over 100 effort points then the berry would bring it down to 100, so you only need 11 to reset a stats ev.

Blackthorn city for SS/HG, the seal's shop in sunyshore for DPP, and in the 3rd gen its in slateport. They'll give you an effort ribbon.
