We've opened up the League System to all users, but please be reminded that only approved users can create a team.
If you create one, and you're not approved. Your team will immediately be rejected.
All created teams must be moderated first before they become active.

We'll prepare a 3rd "Special" League for Gym Leaders.
But as far as Gym Leaders being able to participate in either Wi-Fi and Shoddy, that's a no.

I believe I was in a shoddy team sometime last year (I can't remember when)
I was on Pure Pwnage and our leader went inactive before the start of the battles.
Can I join a team now?

You can't join any official teams, you're a gym leader.
You can join any un-official teams though.

What do you mean by 'approved users'? The reason I am asking is that I don't feel as though I'm really a part of my team anymore... And I don't know how to leave it.

Approved as in those few who are being selected as the leaders. You are not in any team by the way.
What do we need to be a Leader? and how do i get to be an approved user?
Approved users are the members voted in by the community to be leaders. However voting is already done and the league is already underway. The only way spots will open for new official teams is if one is deleted or a new one needs to be made. There are no specific specs except that you need to be voted in.
