u just have to beat the game to unlock the ability to evolve your charecters.

u have to beat darkri and take on a few mison
Beat Darkrai, then recruit Palkia. Wait until manaphy comes back, and let him join your team. In a few days he will have found the marine resort. When you enter treasure town, you will be told you can evolve
