Not in the OU Tier, which is pretty much the standard for GTS.
It's the standard everywhere lol.
You could use them in NU, but even then you'd probably lose (although my opinion of cute is Giratina, so I could only play in Ubers)

Well, at Lv. 100, each IV point is responsible for one stat point. So it really depends on the pokemon's stats. Let's take Blissey for example. It has a ridiculously high HP (600-700 I believe?). So a fluctuation of up to 31 HP stats wouldn't make a great difference. Less than 5% if you're picky.
However, if you look at its defense stat, it's pathetic, with a base stat of 10. 31 IVs in Def for a Blissey could add 20-30% more physical bulk compared to 0 IVs. That's HUGE.
So the verdict is--the lower the base stat, the greater the overall effect.
