"Action Replay affected or created" meaning no legit hacks?
As stated in the title, I will not question it, just ask how we are to use Suicune, Celebi, and Heatran, Zapdos, etc. as they're unbreedable, and most of us have likely caught them in game already and trained them to some extent...

So long as they fit within the guidelines and were not created or altered by a third party device, they can be used.
Yes, but how are we supposed to obtain them and EV them, as most people have already trained theirs to some extent.
And on an unrelated note, with this no legit hacks rule in play, I might as well play with a team of starters, as now the competition is limited.
Muffinator, you can still EV train them to some extent after you catch them fresh.
And because of the rule, it also means everyone else will have to do it the same way. It's not like you, one person, is at a complete disadvantage compared to someone else unless you completed screwed up one you wanted to use.

You say the Tier is OU. I am fine with that, but I am not very familiar with tiers lower than Uber (I know to not use Ubers). But what if I brought Pokemon in a lower tier? Is that allowed?
I'm very happy that you can't use legit hacks because I don't have an Action Replay.

So I have to spend hours to get good iv'd pokemon.
The no sleep rule will make it interesting.
Yeah, though it will be difficult to have it compete with the OU pokemon, just like OU pokemon have trouble competing in Ubers.
I hope it's allowed, not that it would be much a problem if it isn't. I just don't want to end up showing up with a Pokemon that is not allowed.
Also, are RNG-abused-bred Pokemon allowed? The game is never touched by an external device. We just manipulate how the game works.

You can lower EVs with specific Berries...and restart training them...
Just one thing to ask or point out. However you wanna take it I guess.
Hypnosis is listed as a banned move therefore there is no sleep effects.
Spore also puts pokemon to sleep and it's 100% accuracy thoughit is limited on the pokemon who can use it. Is Spore banned as well?
Also what about self sleep inducing moves (aka rest). I'd assume that would be allowed seeing as many walls/tanks only have rest for recovery.
i see no where on that list any rule saying we cant use selfdestruct, explode, destiny bond as our last pokemon.
the no "legit hacks" rule is good, because people actually have to do what the game was intended for and that was to actually train pokemon, however you say no affected or created pokemon using an external device, you do not say that an external device is banned. does this mean that we can use AR codes that do not effect a pokemon such as a "fast hatch" on pokemon eggs.
also the sleep clause as Magix pointed out does bring out the question, you only specifically mentioned hypnosis, but did not mention rest, if rest is banned, i am sure we can see alot of moonlighting cresselias and softboiled/wish pokemon
if spore is banned goodbye breloom, but iwont be complaining because that pokemon is a pain anyway lol.
you said each round will have 3 participants, so how many people on a team?
can the same 3 battelers be chosen for every round of compeition?

Just thought of one more thing you did not say that any of the followings items are banned, and will be assumed to be able to used in compeition until stated otherwise

Might as well just list them at a Hax item clause due to the fact they all rely on luck.

You can use Pokemon from the OU, BL and UU tiers. Ubers are off-limits.
If you're not quite sure what Pokemon can be found in the lower tiers, refer to the Official PokemonGTS Tier. (I'll get a link up ASAP)
yeah i know magix, and they are almost always banned in compeition and im not sure if they were accidently left out and forgot about, or are going to be allowed, as they could change strategy if they are allowed, and change things around a bit.
A. I think that we should follow simulator rules of VGC aka "Sanction Events"
B. Sanction events don't allow hacks.. thats good.
C. Sanction events ban certain Pokemon and effectively creating a tier system, so OU and below.
D. Sanction events only allow one of each species.
E. Sanction events do NOT allow OHKO moves.
F. 6 on 6 is good
G. Sleep clause I think is good.
Things I'm not to sure....
A. Evasion clause, not a fan. I don't have any Pokemon that use these moves but....
B. Items -- I prefer the Sanction Events no duplicate items rule, so you don't have two tanks with leftovers, and two choice bander, etc.
C. More items stuff -- hex items, the only banned item in Sanction Events is Soul Dew. I personal think quick claw and other "hex" should be allowed. Some times people get lucky. If hex items are banned why not ban Pokemon with Serene Grace, Tangled Feet or Cute Charm, etc these are all luck abilities?
