ok thanks I have question (again) if I used a pokemon that was raised to lv. 100 by rare candies that were hacked would that be considered "altering the pokemon"? and cloned pokemon are illegal correct?
Raising it with hacked Rare Candies are fine, since it's not altering the pokemon with the hacking device.
Clones are not illegal. They are fine to use.

yeah i have gotten shinies from my friend that i trained to lvl 100 then tranfered to my white but my friend used master balls to catch them does that make them invalid for gym battles?

As long as the pokemon is legit, then they are fine to use. Just make sure that the pokemon are legitimate before trying to use them.

There are a few starts that he usd a AR to get shiny but he caught them at lvl 1 and i then trained them and transfered them over to my white. None of them have an boosted stats.
i was wondering is it ok to use a legit hack but put in a rare move tat it can learn only in past gens. ex pokemon coliseum dragonite wit heal bell

You can't use legit hacks at all. But if you could, why would it not be allowed lol. Competitive battling doesn't ban moves only from other gens.

That's the tweaking method, the Pokemon from it is hacked since it's not normally available within the game. So no.
I have a question about impulse league. Are there any dream world abilities that are banned, and for 5th gen what do we use for tiers? Also for impulse league is there an item clause?
All Unreleased Dream World Abilities are banned. Look

Mono Teaming is allowed, but unadvised since you will carry huge weaknesses doing so.
Well since Lv 100 battle is gone 5G, yeah that's fine.

Why wouldn't they be allowed? In gym battles they can put the leader at a severe disadvantage right from the start, so they disallow them there. Here there isn't a restriction to type, so with a mono team besides giving yourself a possible huge weakness (which only on weather teams could anyone see wanting anything like that), it's nothing that would be illegal to use.
