If you're talking about a holographic cdard that sparkles, no, not as rare and tehy are randomly placed in packs. Shiny pokemon, like a black charizard? I don't think they make them.

The Shiny pokemon cards from the EX sets are EXTREMELY rare, Ive purchased over 100 packs and never got one. Now they have been replaced by LV. X cards, which the ratio is 1 per box, I had a friend buy a box and pulled two from it, but it was a fluke. I think they are easier to get seeing as Ive pulled almost every level X from each set. The new set in japan is releasing shiny pokemon, but they aren't rares, they have no real value. Check out pokebeach for more on it.
As of right now the only way to get the "shiny" Pokemon * cards, is to buy the old EX series sets, but watch out, they only appear from Team Rocket Returns on...

also the three shinies form Intense Fight In The Destroyed Sky are all basic commons, i think. Voltorb,Drifloon, and Duskull

Also, I think I came across one Shiny Gyrados in the Neo Revalation pack.
I was earching through them, and you can only get the Gyra and magikarp in that set, They where the only shinys avalible
EDIT- Shining mews where also availible, but only as a promo card in Japan
