My CPU usage is always 100% and I can't lower it, in the last 3 days it has been SO slow. How do I lower it?
Also does threadmaster work on vista?

Just delete some PMs and then delete them from the trash can.

Sorry, but I can't really help you on this one...
Remove any unused programs, delete useless files. Get a usb drive to save photos and music, which take up a lot of memory sometimes. Also delete any old projects (microsoft word) if any. Delete music (if any) also try to refragment your pc.
You reorder the files in your CPU but I don;t suggest it if you don't know what it is. You can ruin your computer.
It's very unusual for your computer to be using 100% of your CPU all the time.
You may have a virus that's causing this, what antivirus application are you using? Be sure to do a scan, and clean out any Spyware/Adware/Malware.
Try exiting a few of your programs where your time thing is it should lower
