I'm going to start from scratch on a team. I'm thinking about using these Pokemon:
Electivire
Lucario
Porygon-Z
Charizard
Kyogre
Roserade
I need suggestions for movesets, items, Natures and Ev's & Iv's.
Please help me and tell me If I should maybe switch out some pokemon.

First of all, this team needs some walls. Take out the whole bottom half of the team and put in some walls to balance it out.

well how about a dusknoir for wall, magmortar for a special sweeper, and aerodatyl for speed and attack
Try bronzong, swampert, and tentacruel. They all handle each others weaknesses.
Hmmm well I like the Dusknoir, MagMo, and Aero one but what about movesets and natures? I'm a newbie to these kinda things.
You should take out Kyogre. Even though he is really strong (he's an uber as a result), most people do not allow ubers in battles.
But you should definitely add a weavile, salamence or garchomp in your team. Take out Lucario since he can be easily OHKO'ed by Ground, Fighting, and Fire Moves due to his poor defenses and average speed.
Charizard (special attacker or physical attacker?) Beware of Stealth Rock however since it will take out 1/2 of Charizard's hp
Take out Roserade for Skarmory, Hippowdon, Gliscor or Tangrowth for your physical wall
Take out Kyogre for Blissey (only if Skarmory is not around), Snorlax, Milotic, Cresselia, Bronzong, Dusknoir, or Spiritomb as special walls/sponges
