Depends on what you want for your Charmander. If you want high speed, the discription would need to say, Alert to sounds or Likes to run. If you want high special attack, looks for Mischivious or Highly Curious. The discriptions tells you what your pokemons highest IV is.
For your Charmander if he's gonna be a special attack sweeper, go for a modest(high special attack, low attack) or Timid(high speed, low attack) nature. Look for 1 of the 4 natures I posted up top, then EV train in Speed and Special attack. Also a moveset like
Flame Thrower
Solar Beam
Air Cutter
Sunny Day
would be pretty good
Or you can have an EV battle after you get 6 or so charmanders with the nature you want and see which has the best stats of the 6. I could actually use one, I need to see the stats on my Cyndaquils I just bred
Also, it looks like one of the breeding parents is throwing its crappy defence IVs every once and awhile into your charmanders. When you do an EV battle, dont look for just a guy you want to raise, I would also look for one who just have high IVs and have him breed with another charmander, it makes breeding guys with decent stats alot easier if both parernt have good IVs

And is it alright if i EV train in both Speed and Special Attack but still have a Modest nature?
Well, your pokemons attack stat is compared to the opponents pokemons defense stat when calculating damage for physical attacks, and its special attack compared to the special defense of your opponents if it's a special attack. When you look at the description of the attack it'll say which kind the attack is next to catogory.
So if a pokemon has very high defense it might still be very weak against special defense and vice versa.
And yes you can (and should) EV train both special attack and speed if he's modest nature. You can put at most 255 EV points in each stat and a total of 510 EV points in each pokemon, so you should max out both special attack and speed no matter what nature you choose.

Hrm, should I train with a Power Len on? It said it decreases speed but increases Sp. Atk.
It won't have any affect.
The speed will be reduced only during battle, but it returns to it's normal stat afterwards.
Yeah Power Lens for Sp Attack and Power Anklet for speed. They both add 4 EV in their respective stat after each fight (but only if the pokemon give at least 1 EV in the same stat). I usually feed my pokemon all the stat increasing medicine in the stats I wanna train. They each give 10 points yielding a total of 100 points.. As an example, once your Charizard stuffed with Carbos, he has atleast 100 EV in Speed, meaning, if you equip him with a Power Anklet and fight Starlys, he'll only have to faint (255 total EV points available + 100 EV points gained through medicine) / (1 Speed EV naturally gained from fighting a Starly + 4 bonus EV from Power Anklet) => 155 divided by 5 => 31 Starlys needed to max speed. It's a bore, but hella better than fighting 255!
Since I'm already posting; if your Charizard has the Pokerus, EV points would be doubled! Meaning the equation would be 155 EVs needed divided by 10 => 15,5 or ~16 minimum.
And you
could fight pokemon that gives 3 EV points each fight.
This is how that equation would look; 155 divided by ((3 points from the fight plus 4 because of the EV item) times 2 because of the Pokerus) 14 => 12 fights (23 without the Pokerus) though I personally just go for low level pokemon when EV training.

Machop for Attack
Geodude for Defence
Ghastly for Special Attack
Tentacool for Special Defence
Though I'm sure there are several alternatives
