Oh I love specialized teams! And it looks pretty well rounded.
Kingdra might benefit more from Swiftswim + Rain Dance. You could replace one of the dragon type attacks to make room for rain Dance, you don't really need two anyway (dragon attacks are only good if you fight a dragon or if they resist your other attack types). Also, your intire team would benefit from Rain Dance!
As for Octillery, I actually like him alot. I don't have any improvements for him at the moment though. I do, however, have a suggestion. If you went with the ability: Suction Cups rather than Sniper (which kinda needs high crit attacks or Focus Energy or both) he'd be impossible to phaze which is a typical counter to Baton Pass (leaving only genuine Haze, which is rare in my experience).
You don't have a Baton Passer? Well, Vaporeon could Baton Pass Aqua Ring, Acid Armor, Substitute and even (I think, not intirely sure on this one) Attract if Vaporeon and Octillery were of the same gender!
I'm not saying Octillery needs a Baton Passer, or even that your team would be better off if you bumped one pokemon off your team to allow a Baton Passer to support Octillery, it's just a different and fun tactic. It's a matter of preference naturally.
Lastly, including Gyarados is very risky, he has a 4x weakness to lightning, a type which you'll have a hard time dealing with. I would probably inclide Swampert instead since it'd function as a bit of a wall, a way to deal with lightning and of someone brings in a grass pokemon to knock it out in one hit, you could manage it with Kingdra's Icebeam or (possibly) Octillery's Flamethrower.

For Gyarados, I'd suggest this move set:
Waterfall
Ice fang
Eq
Ddance
This way it could handle grass types, and electric types.
Also If you can get a couple of D-dances in, it will be a major threat to your opponant.
Hmmm, nothing much new to say after Monica, except that a lot of your natures need fixing. Swampert is a must, as is Rain Dance somewhere. If I were you, I would go with a BulkyGyara lead. Try:
Gyarados @ Leftovers

Earthquake/Return
Ice Fang/Waterfall
Taunt/Stone Edge
Taunt is really useful, but more attacking might appeal more to you.
Vaporeon is a solid choice. You can try using wish and protect, to do some awesome stalling, while toxicing their pokes. Or you can, as Monica suggested, use baton pass. Vaporeon can pass some awesome subs, which are unbreakable after one seismic toss, or you can pass wish for a "safe" switch in, or you can pass acid armour or something :s
On Starmie, get rid of Brine for Surf or Recover (Or Rapid Spin) and take iron tail out on Milotic, you preferably want recover, but you can give it rest and sleep talk, which also activates Marvel Scale, which lets him take physical hits easier.

Again, please help me out. Also, what would be a good move set for a Vaporeon? I'm thinking:

If Vaporeon is a girl, Attract would be alright. From my experience, most of the pokemon I battled with are male. If it was female, attract could work better. If not, raising Vaporeon's defense with Acid Armor will raise it's durability against physical electric type moves. Since you already have Rain Dance on Kindgra you might want to replace Rain Dance with a status inducing move like Yawn or Toxic. Generally tanks, walls, defenders, and supporters do a better job with inducing a status move since they have the capability to last.
Have Milotic hold Leftovers, this way it can last longer. If you prefer a water boosted item, I believe the Splash Plate powers water type moves stronger (Splash Plate = 1.2x, Mystic Water = 1.1x)
Gyarados should have Ice Fang instead of Toxic to get rid of those Dragon pokemon especially Dragonites that know Thunder which will receive 100% accuracy because of the rain. This could really hurt. You might want to add a Gastrodon or a Swampert to take a Thunder attack. He should be holding the Life Orb when you get it
I would suggest having Octillery or Starmie holding Choice Specs since all it's attacks are special attacks.
Ludicolo would make a good addition to your Rain Dance team since it heals itself in the rain and takes normal damage from Grass attacks.
You get the Life Orb somewhere inside Stark Mountain. I don't remember exactly where in Stark Mountain. Bring lots of repels.
