Uhm, I'd suggest some defensive EVing, and consider Sleep Powder or Stun Spore over Toxic.
jumpluff has good defense stats but its attack is abysmal
I'd go with:

EV: 188 - 216 Defense, 36-68 special defense, 252 Speed
Moveset:
U-turn (hasty escape)/Encore (trap your opponents moves)
Substitute
Leech Seed
Sleep Powder
Sleep them on the first turn, set up your sub and then leech seed, and keep putting them to sleep if you need to. Basic SubSeeder set.
