Ok well of course you have seen the evident breeding spots all over GTS. Welll I offer something more. I offer the PROMISE!!! Thats right promise of meeting ANY and ALL specifications. Which includes the following:

Breeding:
IVs (yes one of the few who can breed IVs.)
Egg Moves (almost anyone can but I figured lemme make sure you know.)
Oh also, I know how to make a Pichu with Volt Tackle. Something rarely found.

Training:
EVing (again one of the few who can)

Now the information I will require for Breeding is:
What nature you want
Do you want IVs?
What stats do you want 31 IVs in? (MAX 2)
What ability for said pokemon do you want? (some have two)
Do you want Egg moves?
Which ones?

Now then answer these questions when you want your pokemon.
If you dont care just leave the question blank.
It sounds technical but being a Profession Pokemon Breeder I have to be specific.

Ok NP. I currently have two people lined up already your next though. And I recomend since getting Volt Tackle, 31 IVS in speed and 31 in Attack with Hasty nature. I have Buneary Ghastly then your Pichu. Um if you want I can evolve it too.

Um well. He can't breed surf but I actually own PBR and got one but I would have to trade it cant give it free sorry lol. Being this a training breeding spot if you wanna trade pm me for negotiations.

Can you breed miltank with:
Any egg moves
Ability: Scrappy
EVs: 252 HP / 252 Def / 6 Hp (if possible)
Impish Nature (+Def, -SAtk)
Max: ivs in Def and SpAtk if possible
