Boosting HP over Sp.Def may help more in the long run. Empy's Sp.Def is a fair amount higher, and HP boosts both defenses. Apart from that, it's pretty cool. Not Specsmence weak, either. =D
Oh, Shell Bell is rubbish. Leftovers are much better, and not that many people play item clause.

Jolly is... a good idea. I'm assuming this is to prevent Scarfchomp weaknesses? Because Dragon Claw is a 2HKO, and has a 20% chance of missing in sand. It'd probably be better just to go adamant and be a revenge killer; Flygon doesn't have the power of Garchomp. :/

I think the real thing you should look out for is common weaknesses here. Fighting and Rock are the two most powerful types this gen, and you have 3 fight resists and 4 fight weaks in that list. Whatever you choose, you don't need to worry *too* much about Stealth Rock, except for Specszard. I'd highly recommend switching to Belly drum variants, but that's about it. Grumpig, Ursaring, Miltank and Empoleon save this from being generic, so you could consider having a focus around one of them, perhaps?
I was thinking maybe a rain dance team centered around empoleon, and including grumpig and ursaring because i love them. What do you think?
Personally I'd add Vileplume and Heatran next. I love Forretress, and he would attract fire attacks for Heatran, but then that's three steels already, plus you don't really need SPin support that much.
That four pokes gives you a decent special tank, Special sweeper, physical tank and a cleric.
Regarding the others you've listed, I think Flygon really needs a choice band when running that kind of set. Although if you are using it to revenge kill dragons, add Draco Meteor and 120 Sp. Atk EVs, which should kill Salamence 100% and Garchomps 75% of the time, when they run 4HP 0 SD Evs. For what it's worth I tried really hard to find a place for Flygon in my standard team, but gave up. I now use a Draco Meteor/ Fire blast/ Earth Power/ Solarbeam @ Choice specs set in my Sunny day team.
Also worth considering stun spore on Vileplum since you have Miltank as a cleric should you decide to include her.
One other thing I think you should consider is a physical sweeper who can hit hard faster than Ursaring, who may end up unlucky with Sleep talk, and/or miss a lot of turns using rest. Having someone else to back him up would be most welcome I think.

A good cleric and physical wall, one of the best actually i think, as long as I dont get cross-chopped or something. Zen headbutt is there for Gengar, and body slam/return for STAB boosted havoc. Heal bell is what makes it a cleric, and milk drink is what hepls it to be a wall so its reliable.

A variation on the standard venasaur, basically designed to hit harder. Leech seed + leftovers doesnt require so many HP ev's in my opinion, and grass knot and sludge bomb both being high powered and STAB moves will benefit from some EV's. Also not on my list hahaha but grass was a must for me.
I think its reliable BUT some flaws i can see:
I have 4 count them 4 leftovers users
I have no electric type coverage, only 1 electric type move.
No dragon type
No ground type coverage either.

Well, you seem to have noticed any flaws I can immediately see, and of those I can't think of easy fixes without changing some pokemon around. You could gie Miltank EQ if you feel you need a ground move, but that's not really what she'll be used for, though I assume the 32 EVs are to outspeed T-Tar? Could do some damage in that situation I suppose.
Lack of Electric moves isn't that bad either, Waters, Gyarados, and Skarmory can all be taken care off. Off the top of my head, this late I can't think of anything else you'd need such a move for.
Regarding items, give Venusaur black sludge. Don't worry about the rest. I don't think that many people use Item Clause.
yeah i thought about black sludge, if i can find one im definitely gonna put it on him. is it that different from leftovers?
Black Sludge damages the holder at the end of each turn (I think).
However, if it is held by a Poison Type Pokemon, it does the same job as Leftovers.

oh cool, so it just avoids item clause, but im gonna use it still.
