I have read on a couple websites that you use the PokeRadar on Route 203 or 204 South, but how do you get it?

Actually the Ralts only appear once you've recieved the National Dex. The easiest ways to do this is to complete the game (the Elite four have a number of difficult to see Pokemon such as Spritomb)
You can actually find ralys on diamond? yeah ive read the sites, but apparently you need to have a ruby of sapphire game cartridge in the bottom to find it.
No, you just need to go to route 203 or 204 and use the pokeradar.
I bet that you are going to evolve it into a Gallade. Just keep on finding it. I caught a Kirlia instead of a Ralts near Jublife City.

Well, Pokeradar is also useful for finding Pokemon.

I caught it with rUBY IN THE SLOT
Thats a coincedence, you don't have to have ruby in the slot to catch it.
