We've had a few issues with the Name Changes occurring too frequently.
As of now all name changes will be and ARE restricted to a two month waiting period.
For instance, If "Bob" changes his name to "Bill" He will then be "Bill" for two months. No shifting names inside of that period.
EDIT: The lock has been reduced to Two months.
