I either use Leftovers, or if Item clause is in effect Wise Glasses.
Both Gengar and Alakazam do the sort of moveset you have listed better than Gardevoir.
mine was ...phychic/shadow balls/t-bolt/focus blast. with expert belt. mine was 1 away from max special attack...SLIGHT imperfection
it should have something to counter dark types and ghost types like focus blast and shadow ball and you might want a new gardi to ev train its sp attak and something else
